New Zealand Disability Strategy Implementation Work Plan. 1 July 2006 – 30 June 2007

Introduction

The Ministry is responsible for:

  • the provision of policy advice on arts, culture, heritage and broadcasting issues, as determined in consultation with portfolio Ministers, including legislation, major policy proposals, and developments and initiatives which have significance to the sector;
  • management of heritage property, administration of the Antiquities Act 1975, and administration of legislation relating to commemorative days and to the symbols and emblems of sovereignty;
  • the research, writing, translating, editing and other work involved in publishing NZ historical works including the on-line Encyclopedia of NZ;
  • the management and disbursement of payments to a number of arts, culture, heritage and broadcasting sector organisations and the monitoring of the Crown’s interests in these organisations; and
  • the provision of other negotiated services to Ministers, including the preparation of replies to ministerial correspondence, and general services which assist the Ministers in discharging portfolio obligations to Parliament.

The Minister for Arts, Culture and Heritage is Helen Clark and the Associate Ministers are Judith Tizard and Mahara Okeroa.

The work of the Ministry facilitates work that supports the following action step within the New Zealand Disability Strategy:

5.1 Encourage disabled people to take part in decision-making as service users, as staff in the delivery of services, and in the governance, management, planning and evaluation within all services that disabled people access

5.3 Establish a register of disabled people for government appointments

6.1 Develop mechanisms to ensure that all government policy and legislation is consistent with the objectives of the New Zealand Disability Strategy

6.5 Make all info rmation and communication methods offered to the general public available in formats appropriate to the different needs of disabled people.

9.2 Provide opportunities for disabled people to create, perform and develop their own arts, and to access arts activities.

9.3 Educate arts administrators/organisations and other recreational and sporting organisations about disability issues and inclusion.

9.4 Support the development of arts, recreational and sports projects, including those run by and for disabled people.

1. Policy Advice and Development

Description

Ensure that in providing policy advice, and in developing policy and legislation, that the issues outlined in the New Zealand Disability Strategy (NZDS) and the Disability Perspective Framework are considered. This will include taking into account the implications of the New Zealand Sign Language Bill.

Desired Outcome

Assessment of policy advice and development of policy and legislation incorporates consideration of the outcomes sought under the NZDS and the New Zealand Sign Language Bill.

Outcome measures and timeframes

The development of policy and legislation takes into account a disability perspective in the key outcomes the government seeks to achieve from its involvement in culture and heritage.

By 31 December 2006 the Ministry will have formally engaged with NZ On Air and TVNZ on their plans for improving Deaf people’s access to public broadcasting services.

By 31 December 2006 the Ministry will have formally invited relevant government departments and crown entities to consider the scope for providing Deaf people’s access to info rmation they make available via broadcast media.

By 31 March 2007 the Ministry will have assessed the responses from the relevant government departments and crown entities regarding the scope for providing Deaf people’s access to info rmation they make available via broadcast media.

2. Crown Entities

Description

Enhance sector Crown Entity awareness of the NZ Disability Strategy and encourage the Crown Entities to develop and implement disability responsiveness plans.

Desired Outcome

Sector Crown Entities will be more aware of the NZ Disability Strategy and will actively plan and implement disability responsiveness initiatives and plans.

Outcome measures and timeframes

By 31 August 2006 info rmation about the NZ Disability Strategy and links to relevant resources, including the website for the Office of Disability Issues, will be published on Exchange (the intranet for sector Crown Entities).

By 31 August 2006 a letter will be sent to sector Crown Entities info rming them of the disability strategy info rmation published on ‘Exchange’, and encouraging them to develop their planning and action on disability responsiveness.

By 30 June 2007 a follow-up letter will be sent to sector Crown Entities seeking info rmation from them on what action they have taken, if any, to support the New Zealand Disability Strategy.
