Description

Current:

Employees have access to equipment and services that minimise the risk of or adverse impact of a disability on their ability to do their job.

Regular ergonomic assessments.

Provision of specialist equipment for prevention and management of OOS.

New:

New building:

Provision of office accommodation suitable for disabled people. The requirements for disabled people will be included in the planning for the shift to the new building early 2006. This could include suitable access to, from, and within the building, including suitable access to toilets. The Change Management Team will be asked to include this in their planning for the move.

Recruitment:

Recruitment and selection processes are responsive to the needs of disabled people. For example, if someone with an impairment that comes for an interview, provided we are informed of their specific requirements, they will be accommodated for.

Recruiters are made aware that the Ministry is an Equal Opportunity employer and there are no barriers to employing disabled people. The Ministry will indicate this in its recruitment advertisements.

Outcome Measures and Timeframes

Current: 100% of staff receive regular invitations for ergonomic assessments every year.

New: New building; give specifications to designer to include specific reference that disability requirements be incorporated into design.

Recruitment; all MoT recruitment advertisements will include an Equal Opportunities Employer logo/blurb.

Description

Information on the Ministry website complies with the e-government guidelines on access for disabled people.

The Ministry will provide electronic versions of its “key documents” either on its website in HTML and/or PDF. These can also be made available on CD Rom or floppy disk on request.

Desired Outcome

Disabled people can access Ministry publications and information.

Outcome Measures and Timeframes

If SSC e-government guidelines relating to communication with people with disabilities are amended, the Ministry website will be updated accordingly.

Policy Development

An integrated long-term approach to land transport funding and management with greater emphasis on social and environmental needs, including improved access and mobility.

Improved access to international passenger services.

Description

Support the implementation of the New Zealand Transport Strategy which already incorporates the NZDS as one of the five key objectives: to improve access and mobility for all New Zealanders. All five objectives of the NZTS are required to be taken into account when developing transport policy.

Participate as required in any additional work relating to the development of international access guidelines by the International Civil Aviation Organisation (ICAO).

Outcome Measures and Timeframes

Improved public passenger transport services that are affordable, accessible and sustainable.

By:

Developing a passenger transport framework that will include improving access and mobility

Review of Land Transport NZ procurement procedures (led by LTNZ with input from the MoT)

Auckland public transport procurement – looking at whether there is a case for changes to be made.

Total Mobility Scheme

Desired Outcomes

Improve the adequacy, consistency, portability, sustainability and coverage of the Total Mobility Scheme.

Improved access to suitably equipped vehicles for wheelchair users.

Description

Total Mobility Review

Review the system of targeted transport assistance to disabled people with a view to improving the adequacy, consistency, portability, sustainability and coverage of the Total Mobility Scheme. This Review was initiated in March 2002, and the scope was widened in September 2004 to incorporate the access and mobility objective outlined in the New Zealand Transport Strategy (2002).

Outcome Measures and Timeframes

The Ministry of Transport to provide a report on the Total Mobility Review to the Minister of Transport in August 2005.

Increased Financial Assistance Rate for replacement of wheelchair hoists until completion of the total mobility review.

Improving pedestrian facilities

Desired outcomes

Improved pedestrian facilities for disabled people.

Description

Getting there – on foot, by cycle (Getting there)

In February this year the Government launched Getting there, its national strategy to advance walking and cycling. Getting there recognises that providing supportive environments for walking and cycling is an essential part of encouraging the use of these modes of transport. It also recognises the need to be inclusive and that providing a transport system that works for pedestrians and cyclists also means catering for diversity. Solutions need to consider the full range of potential users - including, for walking, those with disabilities, limited mobility and other special needs.

Outcome Measures and Timeframes

By December 2005:

  • Strategic planning completed for 2006-2008 period
  • Initial Strategy performance indicators developed
  • First annual national inter-agency action plan in place for July 2006 – June 2007

Over the next few years initiatives are likely to be implemented within the action priorities of Getting there that will improve the safety of all pedestrians, including those that are especially vulnerable.

  • Review of the funding allocation process for walking and cycling.

Staff Education

Desired Outcome

Current: Ministry staff are aware of disability issues from a policy perspective. (Also see Policy development section pages 6 – 8).

New: Ministry staff are aware of disability issues as they relate both an organisational capability perspective

Description

Current: Team managers (who can then inform staff) are updated through regular updates in management group meetings on specific policy activities that incorporate disability issues. Staff are also made aware of this policy work as part of the staff orientation process, and will continue to be informed through team accountability reports.

New: A pilot programme will be introduced to educate staff on their responsibilities towards disabled people in the workplace under the NZDS. This pilot will be incorporated as part of the orientation process given to new staff.

Outcome Measures and Timeframes

Current: Managers continue to be updated about specific policy activities that incorporate disability issues.

New: The Ministry orientation process includes training on the NZDS.
