New Zealand Disability Strategy Implementation Work Plan. 1 July 2005 – 30 June 2006
Strategic Linkages
This strategy supports the NZ Police’s Statement of Intent, particularly in the areas of:
- achieving greater safety in New Zealand communities; and
- contributing to the Government’s Crime Reduction Strategy.
Police’s organisational development focus for 2005/06 and beyond includes enhancing its operational performance and internal capability by focusing on the key themes of the Police Strategic Plan to 2006. This includes:
- better community participation – achieving crime reduction and enhancing community safety requires the ongoing participation of residents and visitors in communities. A community may be based around a certain territory, such as a neighbourhood, or it may be based around a common identity, interest or purpose. Ready access to Police services and confidence in Police are clearly important for all communities.
1. National Awareness Initiative
Desired Outcome
Increase knowledge of disability issues within New Zealand Police.
Description
The Staff Disability Network will plan and implement a disability awareness initiative across the organisation to coincide with International Day for People with a Disability (December 3rd). This is an annual standing item. The theme is decided by network members each year.
Measures and Timeframes
The planning group is to be established by 30 September 2005 and the initiative will be implemented in early December (3 December falls on a Saturday in 2005).

2. Staff Disability Network
Desired Outcome
Strengthen the network to progress the network’s objectives of:
- assisting in the provision of practical support to staff with disabilities;
- increasing the organisation’s knowledge of disability issues;
- attracting and retaining staff with disabilities;
- improving service delivery to members of the public with disabilities;
- providing an in-house consultative group for disabilities-related policy advice.
Description
Support and develop the Staff Disability Network by:
- continuing to provide an administrative resource;
- promotion of the network to staff and managers.
Measures and Timeframes
Five national network meetings are to be held during the period 01 July 2005 to 30 June 2006. Meeting arrangements, agendas and a formal record of special addresses to be managed by the EEO and Diversity Office.
Human Resources staff and network members are to seek opportunities to promote the network throughout the period. Promotion opportunities will be reported on in June 2006.

3. Training on Employment of People with Disabilities
Desired Outcome
Police removes barriers to the employment and retention of people with disabilities
Description
The EEO and Diversity Office is to develop information relating to the recruitment, appointment, induction and ongoing employment of people with disabilities, in consultation with the Police Disability Network.
The information is likely to be delivered by video conference and supported by hard copy.
Measures and Timeframes
Eighty percent of Human Resource Managers and Human Resource Officers attend the information session. One hundred percent of Human Resource Managers and Officers receive hard copy information.
To be completed by 28 April 2006.

4. Community Constables' Responsiveness to Members of the Public with Disabilities
Desired Outcome
Enhance police responsiveness to members of the public with disabilities.
Description
EEO and Diversity Office work with Community Constables to:
- ensure Community Constables are aware of the significance of their role to the Disability Sector (as per People with Disabilities' Satisfaction with Police Services March 2003) and
- encourage their engagement with local disability service providers.
Measures and Timeframes
Session delivered by EEO and Diversity Office staff to the Community Constable courses at the Royal New Zealand Police College during 2005/06.

5. Management of Depression
Desired Outcome
Reduce stigma and increase knowledge of depression; enhance the health and productivity of employees.
Description
Wellness and Safety Group promote the identification and management of depression amongst employees by developing resources that are available to employees and supervisors.
Measures and Timeframes
Activities undertaken to be reported on in June 2006.

6. Increase Mainstream Placements
Desired Outcome
Diversify Police staff and provide opportunities for people with disabilities in employment.
Description
Increase the number of Mainstream employment placements by 25% over a twelve month period.
Measures and Timeframes
At least four new placements to be made prior to 30 June 2006.
