TV captioning | To provide accessible programmes for Deaf and hearing impaired people. | At 30 June 2008, NZ on Air provided funding of $1.9million for captioning programmes on TV One, TV2 and TV3. This is the highest investment ever. |
| Funding of programmes of interest to disabled people | To provide opportunities for disabled people to create, perform, and develop their own arts, and to access arts activities. | In the year to June 2008 NZ On Air funded: • Attitude, a 40-episode weekly series on TV One (and also online) for people with disabilities, at a cost of $1.5 million • 12 hours of coverage of the Paralympics at a cost of $350,000. |

No Exceptions Strategy | To assist national sports organisations (NSOs) and national recreation organisations (NROs) to include disability issues within their strategic and operational plans. To expand the number of NROs championing the No Exceptions Strategy. To have a collaborative framework agreement on the No Exceptions Strategy between the Halberg Trust, Paralympics New Zealand, and Special Olympics. To extend the No Exceptions District initiative. Use the No Exceptions Training (NET) education programme to increase the capacity of the sport and recreation sector to: • provide accessible programmes and services to disabled people • give disabled people choice in sport and recreation • get better engagement with the disability community and disability agencies. |
SPARC, through the Halberg Trust, is assisting ten NSOs and one NRO to audit their practices, develop disabilities plans and monitor the implementation of those plans. Dance Aotearoa New Zealand was added to the group of organisations championing the No Exceptions Strategy. Halberg Trust, Paralympics NZ, and Special Olympics NZ have agreed on a service delivery plan that refocuses the No Exceptions priorities. Ruapehu District Council and Whanganui DHB signed a joint declaration for a second No Exceptions District. NET is delivered through the Halberg Trust’s Sport Opportunity Advisor Network which is based in Regional Sports Trusts (RSTs). Over 100 NET training sessions have been completed. |
| Review of outdoor recreation | To identify how to maximise the value of outdoor recreation to New Zealand and New Zealanders. | The review has been completed. SPARC has distributed a discussion document to disability groups to get their feedback on what they consider as priorities for taking the next steps towards developing a national plan of action. | |
| Expand Green Prescription | A Green Prescription involves General Practitioners and practice nurses giving a “prescription” outlining activities to be done by patients whose health could benefit from increased physical activity. SPARC planned to expand Green Prescription services to increase the positive involvement of disabled people. |

Easy Access Walks | To provide a range of outdoor activities that meet the needs and preferences of New Zealand’s various communities, including disabled people. | 73 Easy Access walks across New Zealand are maintained and developed. Information relating to each of the Easy Access Walks was updated and republished in September 2007 and is available on the DOC website for visitors to check prior to going to the sites. Hard copies of this information are available from DOC visitor centres. |

Supporting parents with intellectual disabilities or mental health issues | To facilitate greater interagency collaboration and improved service delivery for disabled children and young people and their families who are involved with Child, Youth and Family and the Ministry of Health's Health and Disability National Services Directorate. | Child, Youth and Family and the Ministry of Health's Health and Disability National Services Directorate have signed a Memorandum of Understanding. A work programme was developed to support the implementation of Memorandum of Understanding. This was done in response to the Best of Care? report. |

Community Partnership Fund | To support community projects that work to realise community aspirations through using Information and Communication Technology (ICT). | In 2007/2008, $646,000 was allocated to nine projects for: • information websites for people with mental illness, spinal injury, or undergoing rehabilitation • provision of adaptive technology and advice and training on their use • computers in homes and teleconferencing links for families with Deaf children • satellite classes, distance learning, and home– based tuition using adaptive technology for blind and visually impaired students • converting texts into digital talking books in the international DAISY standard book format. |
