Objective 12: Promote participation of disabled Pacific peoples

New Zealand Agency for International Development (NZAID) and Pacific Disability Fund | To provide support to specific disability initiatives in the Pacific region through NZAID programmes. | A four year Grant Funding Arrangement (GFA) was signed between the Pacific Disability Fund and NZAID which covers the period 2007/08 – 2010/11 currently valued at over NZ$1.3 million. Support provided includes: • development of a Pacific Disabled Persons Organisation Fund aimed at supporting disability organisations, disability awareness, and national, regional, and international fora, and promoting the equal participation of women with disabilities at all levels • engagement with the Pacific Island Forum Secretariat Disability Coordination Officer and targeted engagement with Australia over its commitment to support disability, including blindness prevention in Asia and the Pacific. |

Pasifika Education Plan | The Pasifika Education Plan 2006-2010 provides a strategic direction for improving education outcomes for Pasifika peoples in Aotearoa/New Zealand. It includes special education support interventions for Pasifika students. | The Pasifika Education Plan 2006–2010 includes a section focused on Special Education for Pasifika students. In 2007, the Better Information to Address Barriers to Learning (BITABL) initiative provided better information and responses to address barriers to learning for children aged 0-8 years in early childhood education services and primary school. The Pasifika BITABL has been particularly successful in developing the Do You Know Me? resource. |

Articles on Pacific peoples' health | To publish articles on Pacific peoples’ health to inform and provide evidence for the Pacific Health and Disability Action Plan Review. | Six Pacific articles have been published on the Ministry of Health website, as part of the Pacific Health and Disability Action Plan Review: • Pacific Cultural Competencies • Pacific Youth Health • Pacific Peoples’ Experience of Disability • Pacific Peoples and Mental Health • Improving Quality of Care for Pacific Peoples • Pacific Child Health. |

Lui Ola – the Auckland Pacific Peoples Disability Plan | In conjunction with the Ministry of Health and other agencies, to provide support for the Lui Ola – the Auckland Pacific Peoples Disability Plan which aims to: • make it easier for Pacific disabled people and their carers to access services and support • better equip service providers and government agencies to deal with Pacific clients • reduce barriers such as language • have agencies work collaboratively and pool resources. |
A coordinator was contracted to facilitate an Interagency Facilitation Service that brought together ten agencies with direct and in-direct responsibility for disability services in Auckland. Action items achieved during the 2007–2008 year: • development of a flexible training programme for frontline agency staff • development of a targeted, cost-effective, consumer-supported disability communications campaign • presence at the annual International Day of Disabled Persons celebrations • National Pacific DIAS (Vaka Tautau) national and multi-lingual 0800 telephone service to Pacific disabled people and their families • information pamphlets produced and translated into three Pacific languages and made available throughout Auckland. |
